What IS legal is a peer-to-peer date swap: if you and another learner both have DVSA bookings and want each other's dates, you can each independently call DVSA on 0300 200 1122 to rebook using the other's reference number. Each of you calls DVSA using the other's booking reference. The swap is complete in under 10 minutes per person.
In a swap, each learner independently contacts DVSA and books the other's date in their own name using the other's reference number. No slot is being "given" to someone who wasn't already in the DVSA system. Both parties remain the named holder of a valid booking at all times.
A transfer would create a booking under a name that never went through the original booking process — this bypasses DVSA's eligibility and verification process, which is why it is not permitted.
