DVSA does not cap how many times you can reschedule. Each change is free with the right notice — but your theory pass is only valid for 2 years.

Visit the official DVSA theory test change service. This is the only authorised way to reschedule online.
You need your booking reference number (from your confirmation email) and your driving licence number to log in.
Browse available slots at your preferred test centre. You can also switch to a different centre here if one has earlier availability.
Review your new booking details and confirm. DVSA sends a confirmation email with your updated booking reference.
Can't find your booking reference? Check your original DVSA booking confirmation email. If you no longer have it, contact DVSA on 0300 200 1122 (Monday to Friday, 8am–4pm) with your driving licence number.
This is the part most people miscalculate — and it can cost you £23 if you get it wrong.
A clear working day is a weekday (Monday–Friday) excluding public holidays. The day you make the change and the test day itself do not count.
Theory test on Monday 14th. You try to change on Wednesday 9th.
Only 2 clear days — £23 fee is lost.
Theory test on Monday 14th. You change on Tuesday 8th.
3 clear working days — change is free.
Bank holidays don't count as clear working days. If there's a public holiday between your change date and test date, you may need to act earlier than you think.
The penalty is the same whether you miss the notice window or simply don't attend.
You forfeit the £23 theory test fee completely. DVSA will not refund or carry it forward. To book again you pay the full £23.
If you don't attend without cancelling or changing in time, the outcome is the same — you lose the £23 fee. DVSA will not reallocate it to a future booking.
Exceptional circumstances: DVSA may waive the fee for a serious illness or bereavement. Contact them on 0300 200 1122 with supporting evidence such as a doctor's letter. This is handled on a case-by-case basis and is not guaranteed.

DVSA does not set a maximum number of theory test reschedules. You can move it as many times as you like, provided you give 3 or more clear working days' notice each time. Each change is free under that condition.
Your theory pass lasts only 2 years
Once you pass your theory test, you must also pass your practical driving test within 2 years or the theory pass expires and you must resit — and pay the £23 fee again. Delaying the theory test doesn't give you extra time; it just reduces the window you have for the practical.
Theory test centre availability varies
In many parts of the UK, theory test slots are booked weeks or months ahead. Every time you reschedule you may end up with a later date than you originally had. Check what's available before releasing your current slot.
