Yes — you can move your driving test date or centre at any time. DVSA charges £10 if you give at least 3 clear working days notice. With less than 3 working days notice you lose your full test fee (£62–£75). The only way to move your date for free is a peer-to-peer swap through TestSwap, where neither learner cancels and no DVSA fee applies.
